2）具有市政公用工程施工总承包三级及以上资质；
3）具有有效的安全生产许可证；
4）拟派项目负责人：拟派项目经理需具备市政公用工程专业二级及以上注册建造师资格，同时具备有效的安全生产考核合格证书。以上项目负责人以在****点击查看**管理委员会网站上查询为准，在册且无在建项目记录（同一工程相邻分段发包或分期施工的除外，拟派项目经理在招标投标文件递交时不得调整，不得有在建项目。投标文件中需提交响应截止日前3个工作日内打印的注册建造师《投标项目负责人基本情况表》（通过**市建设市场信息服务平台https：//ciac.****点击查看.cn/查询、截图）。

(c)Specific qualification requirements for this program: 1) Having a valid business license; 2) Having a third level or higher qualification for general contracting of municipal public works construction; 3) Having a valid safety production license; 4) Proposed project leader: The proposed project manager must possess a registered construction engineer qualification of Level 2 or above in the field of municipal public works, as well as a valid safety production assessment certificate. The project leaders mentioned above are subject to inquiry on the website of the Shanghai Municipal Commission of Housing and Urban Rural Development. They are registered and have no records of ongoing projects (except for adjacent segmented contracts or phased construction of the same project). The proposed project manager shall not make any adjustments or have any ongoing projects when submitting the bidding documents. The bidding documents must include a registered construction engineer's "Basic Information Form of Bidding Project Leaders" printed within 3 w
