(b)Qualification requirements to be met to implement government procurement policies: Policy on mandatory procurement of energy-saving products: Mandatory procurement of items marked with "★" in the national energy-saving product list.
Policy on encouraging energy conservation: Under the same conditions of technical, service and other indicators, priority shall be given to products listed in the national energy-saving product list.
Policy on encouraging environmental protection: Under the same conditions of performance, technical, service and other indicators, priority shall be given to products listed in the national environmental protection product list.

（4）其他资格要求：施工现场项目管理机构拟派人员配备要求：5人，且需包含*园林项目负责人、安全员、质量员、材料员、中级及以上园林绿化工（班组负责人）各1名；
（5）拟派项目负责人须具有**市园林绿化工程从业人员项目负责人电子信息卡，且无本市在建项目记录。

(c)Specific qualification requirements for this program: (3) Must be a legal person or unincorporated organization legally established within the territory of the People's Republic of China (branch companies are not permitted to participate in the bidding of this project in their own name);
(4) Other qualification requirements: Requirements for the proposed staffing of the on-site project management organization: A total of 5 personnel shall be assigned, including 1 person each for the following positions: *Landscape Project Director, Safety Officer, Quality Inspector, Materials Manager, and Landscape Gardener with intermediate or higher professional title (Team Leader);
(5) The proposed Project Director must hold the Electronic Information Card for Project Directors of Shanghai Landscape Architecture and Greening Engineering Practitioners, and have no record of ongoing projects in this city.
