(b)Qualification requirements to be met to implement government procurement policies: (1) This project is exclusively for procurement by small, medium and micro enterprises. During evaluation, no price discount shall be applied to products supplied by small and medium-sized enterprises.
(2) Prison enterprises and welfare entities for the disabled shall be supported and treated as micro and small enterprises. (This project falls under the construction industry.)
(3) Policy on priority procurement of energy-saving and environmentally friendly products: Suppliers shall provide valid certification certificates issued by state-designated certification bodies to qualify for the priority or mandatory procurement policies.
(4) Domestic goods procurement policy: Imported products are not acceptable for this project.

(c)本项目的特定资格要求：3、从事城市园林绿化项目的施工企业，应持有效的营业执照，施工现场项目管理机构与工程规模相符合，根据本项目实际情况，最低应为5人（含）以上，且需包含园林项目负责人、安全员、质量员、材料员、中级园林绿化工（班组负责人）各1名；4、项目负责人不得同时兼任两个及以上项目,须具有**市园林绿化工程从业人员项目负责人电子信息卡，且无在建项目记录。

(c)Specific qualification requirements for this program:3.Construction enterprises engaged in urban landscaping projects shall hold a valid business license. The onsite project management organization shall match the project scale. Based on the actual conditions of this project, the minimum staffing shall be no less than 5 (inclusive) persons, including one each of landscape project principal, safety officer, quality inspector, material officer, and intermediate?grade landscape greening worker (team leader).
4.The project principal shall not serve concurrently in two or more projects. He/She shall hold the electronic information card for project principals of Shanghai landscaping engineering practitioners and have no records of ongoing projects.
