二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《****点击查看政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b****点击查看政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《****点击查看政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，****点击查看政府采购中的份额，扶持中小企业政策：本项目非专门面向中小企业采购，对小型和微型企业投标人的价格给予3%的扣除，用扣除后的价格参与评审；（3****点击查看监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为建筑业。

(b)Qualification requirements to be met to implement government procurement policies: 1) The project shall implement the Notice on the Administrative Measures for Promoting the Development of Small and Medium-sized Enterprises in Government Procurement and the Notice on Further Strengthening the Support for Small and Medium-sized Enterprises in Government Procurement.(2) Implement the measures for reserving shares to increase the proportion of small and medium-sized enterprises in government procurement, and carry out policies to support small and medium-sized enterprises.(3) Provide support to prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises.
(4) Implement the policy of giving priority to the procurement of energy-saving and environmentally friendly products.(5) Implement the policy of purchasing domestic products: Imported products will not be accepted for this project.(6) In accordance with the Provisions on the Classification Standards for Small and Medium-sized Enterprises.

(c)本项目的特定资格要求：(1)2022年1月1日至今未被“信用中国”（www.****点击查看.cn）、中国政府采购网（www.****点击查看.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(2)须系我国境内依法设立的法人或非法人组织****点击查看公司以自己名义参加采购活动）；
(3)现场管理机构拟派人员要求：5人（含）以上，须包含园林项目负责人、安全员、质量员、材料员、中级园林绿化工（班组负责人）各1名，上述人员均应为企业在职人员须提供近三个月中任意一个月的企业缴纳社保证明；
(4)园林绿化项目负责人须具有园林专业中级职称及以上、**市园林绿化工程从业人员项目负责人电子卡；
(5)磋商文件所涉及的园林专业是指: 园林(园林规划设计、园林植物、风景园林、园林绿化、绿化林业等)、园艺、城市规划、景观、植物(含植保、森保等) 、环境艺术、风景旅游等专业；
(6)本项目非面向中、小、微型等各类供应商采购；
(7****点击查看管理部门禁止参加投标期间的单位不得参与竞争；
(8)本项目不允许转包。

(c)Specific qualification requirements for this program: Since Jan 1, 2022, the bidder must not be listed on Credit China (creditchina.****点击查看.cn) or China Government Procurement (ccgp.****点击查看.cn) for失信被执行人, major tax violations, or严重违法失信行为.
Eligible entities must be legally established in China (branches不可独立投标).
On-site team requirements: ≥5 members, including a landscape project manager, safety officer, quality inspector, material supervisor, and mid-level landscape technician (team leader), all with 3-month社保证明.
Landscape project manager must hold:
Intermediate+职称 in园林专业;
Shanghai电子卡 for landscape project management.
"Landscape-related majors" include园林, horticulture, urban planning,景观,植物, environmental art, etc.
This project is not exclusive to SMEs.
Entities barred by authorities不可投标.
Subcontracting prohibited.

(i)符合《****点击查看政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.****点击查看.cn）、中国政府采购网（www.****点击查看.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
